The hammer may be loki’s but usopp would be able to lift it, summon it and use it whenever he wants. This would make him as valued as any prime fighter/elder/big name in the eyes of all residents of elbaf. Thus, making him a seafarer/pirate/pirate captain who even the giants follow. The domi reversi can only be undone by someone who's also under the same spell.

Even if I'm wrong on this, I imagine this is setting up for a future moment where zoro and sanji both get put under the spell, but they just end up fighting each other and changing each other back to normal like dorry and broggy. In the flashback, Jarul revealed to Gaban and Shanks that Elbaph's "national treasure" Devil Fruit that Loki ate is the Ryu Ryu no Mi, Model: Niddhoggr. According to Jarul, the Ryu Ryu no Mi, Model: Niddhoggr allowed the user to transform into Niddhoggr, the "largest dragon in existence", and that the size of the beast form is corresponding to the user's, therefore only an Ancient Giant will be able to draw out its full potential.
