Ulti

Ulti is one of the Tobiroppo, the strongest six Shinuchi of the Beasts Pirates. Due to her actions and role, she is a supporting antagonist in the Wano Country Arc. Ulti is young woman of middling height, with a light complexion. Her hair reaches near her mid-back and forms rounded locks mainly blue in coloration, but with thin, light-pinkish streaks running through (plus a single white one over her left eye). Blunt bangs fall on her forehead, split on the left, and an ahoge stands up on her head. Characteristically (as with many of her crewmates), Ulti has horns: a sharp, upward-curving pair emerging from the sides of her head, tan in coloration, that resemble a bull's. Her eyes are large, round, fringed by long lashes, and encompass violet irises. Her lower face up to the nose is covered by a light-pink mask with a scalloped edge that is trimmed with a white stripe. Otherwise, Ulti takes to wearing a light-colored, long-sleeved minidress pleated above the waist, with a dark bow below a point collar, and the non-pleated middle section having a short button placket, topping the short skirt part that has a slightly ruffled hem and causes most of Ulti's legs to be visible. Fastened on the woman's shoulders is a dark cape trimmed with light fur on its edges and inside, which goes to near the ground, and her footwear are dark high heels. Ulti is a bold, rude, and short-tempered young woman, not one to back down from a verbal quarrel and regularly threatening violence against those who annoy her. Somewhat fickle, she is shown acting friendly and trying to come off as refined, mature one moment, then yelling whilst dangerously blunt the next. Not even the likes of Queen or Kaido, both her direct superiors (and the latter of whom most crew members seem at least somewhat afraid of), are safe from her vitriol, implying that she does not fear them at all, even to her fellow Tobiroppo's shock. Also, Ulti has no issue with generally acting in a highly casual manner towards Kaido, expressing loud, girly glee during their reunion.

In her speech, Ulti likes to come across as mature, ending most of her sentences with "dearinsu", a polite expression meaning "to be" that is associated with oiran, and using the first-person pronoun "achiki", likewise associated with oiran. According to Page One, these verbal habits (presented as a generally sophisticated register in the VIZ translation) are a new attempt of Ulti's to sound like a fancy lady. When she snaps due to being annoyed, the woman slips into a vulgar, bratty tone and uses the more neutral pronoun "watashi", proving that her mature manner of talking is a mere affectation. It is shown that in battle, Ulti is quick to make decisions and keeps her guard up continuously, as seen when she attacked and seemingly crushed Monkey D. Luffy in their first clash. Rather than gloating and letting down her guard like the grunts around her, she instead kept track of him using Haki, quickly transforming and readying for further combat upon sensing Luffy's Haki. Ulti and her brother are looked down upon as "brats" by their fellow Tobiroppo as well as the All-Stars, due to their young age. However, Ulti is not intimidated by her seniors and will snap back at their rude remarks. It is unknown whether Ulti and Page One are related by blood or not, but either one seems to acknowledge the other as their sibling. Page One specifically refers to Ulti as "elder sister", her being two years older than him. Ulti is extremely protective of Page One, whom to his annoyance she endearingly calls "Pay-tan", "-tan" being a more diminutive version of the name suffix "-chan" (usually used by and to address children in a "cute", affectionate manner). However, this does not fully safeguard Page One from the same hostility Ulti extends to the rest of their crew. While speaking kindly to him when unagitated, her treatment of Page One is rather volatile, ranging from supportive to demanding, to abrasive and outright violent, usually escalating the more he tries to rebuff her. Overall, Ulti seems more overtly attached to Page One than the other way around, much to his annoyance. She chased him during their search for Yamato, even latching onto and forcing him to give her a piggyback ride at one point. Whenever the chance arises, Ulti seeks sympathy from Page One, like when she gets hit by an attack that does not actually harm her, though Page One tends to ignore or reject her attention-seeking. He does worry about her though, if she does sustain potentially serious harm. Ulti seems to be on good terms with Kaido, her manner of speaking to him being affectionate yet almost brazenly casual, to Page One's dismay (though she still addresses him with the honorific "-sama"). Seeming to lack fear of her general, Ulti has shown no issue with being insulting to him, calling his apparent summoning of the Tobiroppo "dumb" for what she deemed "another family problem", even to Kaido's own face, which Kaido seemed unfazed by.

Despite said lack of formal respect, Ulti holds Kaido in high enough regard to believe that he and only he will become Pirate King, as seen by her appearing to be offended by Luffy declaring he would gain the title. Being among the Tobiroppo, Ulti holds great authority in the Beast Pirates, only Kaido and the All-Stars ranking above her. As one of the strongest six Shinuchi, she is a very capable combatant despite her young age, enough so to pose a threat to Luffy, an extremely powerful pirate of the Worst Generation, and have him both remark on her great power and consider using Gear Fourth when she held him down. Together with Page One, Ulti was furthermore able to effortlessly defeat Nami and Usopp. Despite her relatively small frame, Ulti's physical strength is immense even when she is not transformed, as chiefly seen from her headbutting style of attack. Such strength, coupled with Ulti's durability and Haki, allows her to unleash blows so powerful that her crewmates have equated them with cannon blasts. She was able to overpower Luffy, who has tremendous strength of his own, in a headbutting clash, with onlookers believing Ulti had almost certainly broken her foe's skull, though Luffy ultimately emerged with little injury. Against physically weaker foes like Nami and Usopp, however, Ulti's headbutts were indeed shown strong enough to cause disabling injury and (in the latter's case) crack a skull. Ul-Zugan, Literally meaning "Ul Head Gun"): Ulti jumps into the air and rears her head back before covering her forehead in Busoshoku Haki and slamming it forward into her target's head. The force of this attack is such that some of Ulti's crewmates were heard comparing it to a cannon shot, likely to pulverize the target's skull. It was first seen used against Luffy, and although it physically overpowered him it did not cause him any notable injury. This attack is called Ulti-Mortar in the VIZ translation. Ulti ate the Ryu Ryu no Mi, Model: Pachycephalosaurus, an Ancient Zoan-type Devil Fruit that allows her to transform into a full pachycephalosaurus and human-pachycephalosaurus hybrid at will. Ulti's crewmates consider her full-beast transformation to be excessive force against most opponents, likely to cause great collateral damage, and she uses it against only those opponents she takes seriously. When transformed, Ulti's already immense physical power is increased further, to the point where she could grab hold of Luffy's shoulders and thereby immobilize the pirate despite his own incredible strength. In her hybrid and full-beast forms (most so in the latter), Ulti has the front part of her skull notably strengthened and hardened, though exactly how greatly this bolsters the force of her headbutts remains unseen. As a dinosaur, Ulti is much tougher when transformed than normal Zoan ability users, as exemplified by the woman quickly recovering from a full-on hit by Yamato's Raimei Hakke, being only briefly rendered unconscious.
