This shouldn't really be a huge revelation to imu. Imu wasn't after anything on elbaf other than subjugating the giants. Imus powers aren't clear yet, I suspect imu is not aware of what his contracted subordinates are up to unless imu taps in remotely to control them. Imu can likely feel when a contract is being weakened or destroyed like with gunko or harald, outside of that they're autonomous when not possessed.

Once harald turned his personality was changing it was the evil personality with all the same knowledge that decided to go for the devil fruit. I don't think imu ordered harald to eat the fruit, or else imu would know how harald died instead of being so shocked that somebody as strong as harald was defeated. Imu was fed some misinformation regarding the lilly/the poneglyphs. We might find out there was misinformation about where the legendary devil fruits ended up too. I think loki will be dome reversed and luffy will have to stop him. This fight has been promised ever since gaban handed over the key. Their understanding was just to subvert that expectation. Imu himself isn't/won't be a powerful opponent of a new power scale, as we saw in the flashback when he was dominated by the pirates. It was rocks' dome reversed that created the bloodiest battle.

At Western Village, the injured parents are dropped off along with their children as they beg for someone to save them. Some giants try to ask Loki to take everyone elsewhere since the village is currently under attack, but Loki states he does not care and will only drop people off that are on his back right now, like he wants Luffy to do, but he just calls out to Zoro. Thanks to Loki, though, Jarul is able to send a message across Elbaph that the children have been rescued, which solves their hostage problem. Zoro tells Luffy that he needs to take out the MMAs, but he then hears a sound, which turns out to be Sommers shooting thorns at the giants, furious that everyone survived.
